Hi Barrett,
The install.php file is normally in the Moodle 2.4 root directory. For instance, mine via the internet is in: http://mydomain/mymoodle/install.php
Physically, on my Linux Centos 6.3 server it is at: /var/www/moodle24/web/install.php
