CloudFlare (https://www.cloudflare.com/) sits in front of Moodle.org.

History is they started as filtering software of some such (or something like that) and discovered that in their filtering (or whatever they did), they found a way to 'speed up' access to sites.  So they started doing that full time.

Most of the time no one really knows it's in front - cept when there's a problem.  In the past one would see a 'Oops.   Something must be wrong with the Internet.  Try again later!' error message. 

In this case, I used Lynx (command line text based browser) to access the IP address that was shown to you.  It reported an issue with a cookie.  In your case, that could have happened as well - ie, your server attempting to get to Moodle.org via CloudFlare for update notifications.

Haven't seen any such behavior from multiple Moodle servers today as I have been git updating them.  So think you can chaulk this up to a quirk/hickup and go on down the road.  If it persist, however, that's another story.  Posting here in forums should gets someone's attention.
