default also UTF-8

The default is also UTF-8, so I am now checking the permissions of the database user but so far it seems we have not done anything out of the ordinary but still this red beam..... I re-installed moodle just to make sure I used the correct database names and locations but that all is done well too.  As I use the newest version (from 18 March) would it be usefull to use a lower version instead and try it with that?
