Uhhh ... if you've done nothing but prepare to install ... including creating a moodledata folder outside of web servers document root and is readable/writable by the web server user ... and you've not stepped through the install via web, why would you want to run cron.php right away? Don't think Moodle will let you without installing.
Just hit the moodle site and it should throw you into the install process.
