Thanks for this post Bonnie. It helped me solve the same problem with a brand new install of Moodle 2.4. I too had checked the box under themes that allows for the choice of themes for each course. After unchecking this box I am allowed to add a new course. Before the screen came back blank with no error message at all. Cheers ...Don
