The path 1.9 upwards is rough. If you don't want to shock the teachers and blame Ubuntu for all the evil, follow this path:
A. _migrate_ the present 1.9.x to identical (1.9.x) into Ubuntu. Instructions here: http://docs.moodle.org/19/en/Moodle_migration.
(Test long enough to convince all that everything works perfectly.)
B. Upgrade 1.9.x to 1.9.latest (1.9.19+ Build: 20130125 as of today). Documentation here: http://docs.moodle.org/19/en/Upgrading.

The move to the next generation of Moodle, 2.x, is a different story. Check the numerous wikipages http://docs.moodle.org/22/en/Upgrading, http://docs.moodle.org/24/en/Upgrading, etc. And above all run version 2.x in parallel to 1.9 and let teachers test the new site before switching. In short: Don't burn the bridges!
