I think that part of the perception of the original poster might be lack of proper understanding Moodle's upgrade/update nomenclature and process. Stable release is a release which comes after a series of fixes of different sorts and is more thoroughly tested. Weekly releases are indicated by plus and provide further fixes and/or development. This applies to Moodle core only anyway. Contributed plugins have their own schedules.
Another aspect worth mentioning is the upgrade mode. Switching major releases is usually an effort since new features often introduce some discontinuities. However, if the installation was done using cvs or git, the updates within that release are trivial and simply a matter of just issuing a single command.
