There are a number of ways to upgrade moodle. I have never done "core hacking", but I do have my own method. I once made this video to show a friend how I do it, and I am sharing it with you. Maybe you will get a sense of what it involves, and some of the tools.
A lot of the upgrade depends upon your own knowledge of the various tools. I am somewhere in the middle.
