I agree. Dump XAMPP and install the components you need separately. Since you're running on Windows, why not use IIS? You'll need a database engine--could be MSSQL (even the express version) or MySQL. You'll need PHP along with all the extensions you need for Moodle. Once you have those in place, copy the files to the website directory, edit config.php to point at the right paths, and you should be able to begin the install.
