Make sure you don't have any running processes using those ports. For example, Skype should not be running when you try to start your web/data servers. Also, as you are working with Windows server, make sure that IIS (Internet Information Server) is not running.

You shouldn't have any problems using XAMPP, I've worked with old installations using XAMPP under Windows Server 2003... not the best option from any point of view, but it works.
