Moodle DID NOT automatically detect the new version and perform all the SQL database or file system upgrades

Hello,

I'm trying to upgrade from 1.9 now that my domain provider has updated the PHP version. 

I've backed everything up, imported the new version 2.2 and upload the config.php file but when I got to notifications the auto update is not triggered....help!
