that post talks about eAccelerator while WinCache had one severe issue in the past - with 1.2.1208, 1.2.1209 the solution was to downgrade to 1.2.614: details in https://tracker.moodle.org/browse/MDL-35066?focusedCommentId=175543&page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel#comment-175543 - , now resolved: http://sourceforge.net/projects/wincache/files/wincache-1.3.4/.
I can argue that XCache could be a better option and, more, that a Linux distro will make your Moodle instance more happy but WinCache will be fine too and there are people like Ryan Panning who created the WinCache cache store plugin to nicely increase its support in Moodle 2.4 and above: I'm pretty sure he will available for questions if you'll drop some lines via PM.
