You need to place your moodledata directory outside of your wwwroot directory i.e.

if your moodle is installed in C:\xxxx\wwwroot\moodle then, you need to create moodledata directory in C:\xxxx\moodledata

If it doesn't solve your issue, please post some screenshots of your paths and error you are getting.
