You should be able to fetch phpmyadmin matching your moodle from Moodle repository and install it as Moodle plugin. You won't care then what version of phpmyadmin your site is running.You will access phpmyadmin plugin through item "database" in your server admin panel.

Upgrading to 2.5 must be done through 2.2 not 2.0. Other statements in your post indicate that you did not follow/understand upgrade procedures properly.Moving from 1.9 to 2.5 is not trivial for most sites.
