My take of this: What the couple of IT folks need to know (and able to do) fall in to four categories, if we don't count the teacher role.
A. Infrastructure (role hosting)
- the hardware, real or virtual
- an operating running on them
- network properly configured and connected to the Internet
- remote access, if the console is not on the table
- various maintenance tools (security, monitoring, backup, recovery, ...)
B. System software (role system administrator)
- install and maintain the necessary system software like the web server, a database server, PHP.
C. Moodle software maintainer (role Moodle system maintainer)
- install Moodle
- upgrade Moodle
- keep an eye on bugs, performance, intruders, ...
- bug fixes or other changes at code level
- system backups, their recovery
- 3rd level support to the Moodle administrator
D. Moodle administrator (role Moodle admin, owner of the admin password)
- understanding of the needs of the school
- configure Moodle through its web-interface accordingly
- install themes, third party plug-ins
- supporting users
E. Teachers (role teacher)
- design and implementation of on-line courses
- guide their pupils
Depending on your commitment some of them could be delegated, or if a person is versatile enough, he could be all.
