Hi Gary,
dirroot : Directory where Moodle is installed (e.g.: /home2/garylemke/public_html )
wwwroot: url where Moodle is installed (e.g. http://localhost/moodle)
If this is a new install I would suggest you to start over (download fresh install files and create new db) with the installation keeping the above things in mind.
