Install, configure, tune and do a test run the server in place with Internet connectivity. Once everything is OK you take the machine to the "island". It needs of course a small configuration change but definitely safer that in the Internet.

Moodle 1.9 or 2 is almost a moot question. Usually people jump with arguments like soon unsupported, etc. but in your special case that doesn't count. If you know 1.9 and satisfied with the features and its great performance, why not?
