By me!  Googling for such issues shows there are issues but none found that specifically mention Moodle/XAMPP.

Question:  the locally installed version of Moodle is for development.  Are you just trying to get a look at Moodle, or develop using a new OS?  Have a server remotely hosted?  If so, what is 'flavor' of remotely hosted Moodle?

Reason I ask ... and don't know that this will work either ... seems to me if one is to develop the platform upon which Moodle runs might make a difference.  Development on Windows or MacOSX can fool ya sometimes.

So that being said, ever think about installing VirtualBox then setting up a Linux flavor similar to your server environment and testing/using moodle locally that way?

Think one can find pre-packaged VirtualBoxes for Moodle 'out there' and the only real task is getting VirtualBox itself to run ... on your platform.

Another reason ... if one is to eventually remotely host whatever is created locally, think one will find there are more providers that use Linux (Ubuntu or CentOS) as the OS.  May as well get used to that OS cause it ain't going away, but growing in usage and is the base (behind the scenes) of many.

That's my 2 cents, of course.

Bottom line ... sorry, don't use Windows - was just trying to help!
