On http://download.moodle.org you'll see that the min. requirments are PHP 5.3 and MySQL 5.1 since a long time. Debian Squeeze (old stable) and Ubuntu Server 12.04 LTS both are o.k. with that.
The argument http://docs.moodle.org/26/en/OPcache is correct. Just in case, Moodle 2.6 runs fine on APC too. Sure, one wants to build a box which never needs major upgrades. But the history has proven otherwise.
