If Moodle installed correctly then all the config data should be correct and in place. If it is not, the only reasonably conclusion is an installation failure.
That would be the 500 error presumably. If Dreamhost cannot diagnose a simple 500 error - and do not support the Moodle version - then I would take your business elsewhere.
