It is telling your that a required plugin is missing. Both Feedback Block (block_feedback) and Feedback Activity (mod_feedback) are standard in Moodle 2.6.2. Feedback Block has to have Feedback Activity installed for it to work. I suspect someone may have uninstalled your your Feedback activity (mod_feedback), so you need to put back the missing files.
