Regarding this and my other installation question post, after hours on the phone with my hosting company, GoDaddy, we figured out the issue.
If you are hosted by GoDaddy and have their basic hosting service, you cannot manually install the latest version of Moodle. They do have an automatic installation via a Moodle app - however, this app when you install it will be version 1.9.7.
To get the latest version, you must have hosting through cPanel GoDaddy service. There, they have up to the latest version of Moodle. The reason why you need cPanel is because in the basic hosting service you are limited in the top directory you can have for Moodle - there are higher directories but you are not allowed to see them or edit them and this is where the moodledata directory folder tries to create itself during install. With cPanel, you have access to the full directory listing of your site.
My website now appears as down because we are in process of migrating the website to the new hosting account.
