Can't play powercam file(media.fs)

I have a moodle system(version is 1.9.19 latest) installed on Ubuntu, apache 2.2.17.

In moodle, we want to play a powercam file.
ps. powercam is a video teaching material as a package. It include some files(index.hml, media.fs, project.fsp...).
about the fs format, please refer to http://www.powercam.com.tw/en/cmp_swf.php

But it always display "can't load file from network".(please see attachment)
Using google search, I got the method to add "application/octet-stream fs fsp" in mime.types and restart apache server.

But it does't resolve the problem, still can't play the powercam file.

Does anyone help me?
