Moodle 2.2->2.6 Migration questions

Greetings:
       After several attempts to upgrade a large Moodle 2.2 install to 2.6 (there were a variety of problems), I decided that it would be a good idea to start from scratch with a new install, and restore course archives from the old install. (Besides the current size, this 2.2 install is the results of several upgrade paths starting with 1.4, so I'm hungry to start clean.) Since we're a PK-12 district using this platform primarily for blended learning and public teacher websites, I've made the process opt-in (folks have to ask to have their content moved into the new install). I figured this would be a good way to get rid of the dead content, of which there are masses.
       A few questions about this:

  1. Should I import the mdl_user data table from my old install before restoring course archives created in the old install? If I do that, what connected tables should I bring with me? Any data table design changes that might hamstring that?
  2. If I don't bring in the user table, will restored archives created in the old install with enrollments manage user connections properly (create users who don't already exist, or connect to users who previously made the trip)?
  3. Is there any way of accomplishing this and preserving course ID #'s? Since this install is integrated with our other online web resources (including our school/district public website), new course ID's will instantly break all links external to the site. Ugh!
