I sent a message from my host and received this reply: 

Hello, 
Thank you for contacting Support. 
We are sorry for the inconveniences. Could you please let us know the version of the moodle which you are trying to install. Highest version of Moodle we support is 1.9.10 
For further questions, please get back to us. We are available 24x7 . 
Sincerely, 

Their salesperson said the supported the latest Moodle, but then that was a salesperson and not a tech person. Still, they should be updated on what their host actually does or does not support. 

Can anyone recommend a host that isn't unreliable? I've gone through two so far.
