Same problem. Tried on Win 7 64bit - two machines, where XAMPP packages of previous versions have worked fine.
Fails after personal details added for Admin. Netstat reports that things are listening as they should.
Firefox reports this error after a minute or two:
"The page isn't redirecting properly
Firefox has detected that the server is redirecting the request for this address in a way that will never complete."
Other browsers just hang.
