If you want to run Moodle on a local PC or Laptop you'll need a web server, database (MySQL), and PHP etc.. on that machine as well as the Moodle files. The good news is that there is a download that gives you all that at http://download.moodle.org/windows/ for Windows machines or http://download.moodle.org/macosx/ for Apple machines. Use one of these downloads instead of the standard 2.7 download.
