This situation sounds like a linux user wanting to use windows software and games on a linux os. Now we have the reverse situation of a windows user who wants to use linux based open source software, which is Ubuntu, moodle, mysql, php, and apache2. Looks like Linux has taken over the market, but retail trade and media will never want to admit this.
I have seen windows users wanting to install the Ubuntu server with Moodle and they often use Oracle VM box. A virtual machine that will install the latest Ubuntu 14.04, and moodle, apache2, cloud, and whatever else you need within windows. Oracle VM is also free open source software to download for windows and linux.
This tutorial might be useful which can be used from a windows OS using virtualbox.
And I just noticed this one on actually how to install moodle as a windows user. I didn't watch this one as I am not a windows user. But lynda.com tutorials are normally good and easy to follow.
