Check the file permissions on your new (unzipped) moodle, and also on your copied config.php.

I think you can try "755" to see if it works.  Check the Moodle docs to make sure about this, because maybe it should be "644".  I see that most of my files are 644, but directories are 755.  I can't recall if UNIX just does this on its own.

Maybe someone else will know for sure.
