Moodle 2.7 not sending out emails for forced password change

I've recently been playing around with 2.7 (new installation, moving from 1.9), and was planning on moving over all my users and forcing a password change for them (rather than have all the students create new accounts).

To test this, I exported one user and then uploaded the user to the new Moodle 2.7 with "Force Password Change" selected. The problem is, an email never gets sent out to change the password (it's a test account, I have the email).

CRON is working, and registering a new account does get the email. I assumed that forcing a password change would email the student to change their password, but does it not work that way?
