Help installing PHP

I have not done this in a while, and last time it seemed I downloaded it and double clicked on something and it installed.

This time I downloaded a zipped file and I am failing to get it to install. What am I missing? 

I am doing a fresh install on a new machine. 

Trying to install PHP 5.5.15

Win Server08 R2, IIS
