Lost All Administrative Functions Updating from 2.2.X to 2.5

Yes, we have been procrastinating on updating our three MOODLEs.  We recognized that we could go directly from 2.2 to 2.7 so we elected to try for 2.5 in order to avoid having to update anything like PHP or MYSQL.  The MOODLEs "work" but we have essentially zero access to administrative functions even when logged in as "admin".  I suspect something is not set properly in an ini file, but I haven't a clue.
