Plug-ins are updated as per need basis, so if that particular plug-in wasn't in good demand, chances are that future development must have been stopped.
As well, there is some chance that plug-in will work with your current moodle installation, as I have found plenty plug-ins working with future moodle releases as well despite they were built for older moodles. you can give it a try.
if it doesn't, you can always message the lead developer or maintainer for that plug-in for any chance of upgraded release.
