thank you for your help.
I asked server administratortocheck and solved the matter.
after that they checked and told me:
it seems to have been an issue with the way /etc/my.cnf was setup for InnoDB
I commented out some of the InnoDB lines in /etc/my.cnf and restarted mysql and after that the install from softaculous went flawlessly.
so the problem is solved. and I now can install moodle by Softacolous easyly and very fast.
