I had the same problem. The answer is: you only need to _read_ all in-between-steps but can jump from 1.6 to 1.9, from 1.9 to 2.2, etc. Source https://moodle.org/mod/forum/discuss.php?d=197602#p890374.
Anyway, all that is about site wide upgrading. You should also inquire about course wise upgrade: http://docs.moodle.org/19/en/Course_backup and http://docs.moodle.org/22/en/Course_backup.
Whatever the "final" solution going to be, upgrade to 1.9.latest (1.9.19 right now) and don't burn the bridges!
