Very well could be a 'shared hosting' issue.  You should have a MySQL DB tool of some sort that allows one to view/edit the DB.  Can that tool access the development DB?  Does that user have the ability to create temporary tables?

One could try this to see if there is any useful information as to the DB connection failing:

In the development site files one should have a config-dist.php file.  Contained therein are lines for debugging.  Add those lines to your config.php file.  Make sure that in the values related to the DB are enclosed by '' (ticks) and end with ';' and that there are no lines below the closing PHP tag.

Hit the site again.

Might help if one were to disclose the hosting provider.
