The initial suspicion would be that some part of the Moodle install is missing. Did something go wrong with the download or the unzip?

I can confirm that you are right: having MySQL defaulting to utf8_unicode_ci and having this also in the config.php allows installing Moodle with Antelope file format in MySQL InnoDB tables. I switched the charset earlier in MySQL but didn't realize about the config.php defaulting to the previous settings and thus concluded that it is a requirement instead of a recommendation. I'm having test sites on an affordable (read: cheap) shared hosting so this is a nice find. I don't need emojis on the test/prototype/portfolio sites, and I have larger test installations on my local servers which I have full control over.
I have migrated our moodle installation from server 2008 r2 to server 2016, following the instructions to export and reimport database (as utf8), copy moodledata, the Moodle install folder and adjust the config.php accordingly. The mysql username and db name remain the same.
Upon trying to login post migration, I got an "Error reading from database" error. Adjusting the config file to show debug errors gives the following:
The old server ran php 7 whereas the new one is on php 7.2 but I upgraded to moode 3.6 prior to migration. If I write a simple php script to query the moodle database with the given credentials, this connects and retrieves successfully. I cannot quote understand what this message suggests or what could be changed/checked as an appropriate diagnostic process.

Further to watching the following Moodle installation video, I would be very grateful if someone could kindly provide some expert advice/guidance.
More specifically, after creating a brand new Windows 10 Pro installation (for use as a test server) , I subsequently followed the previously referenced Moodle installation video (albeit that I appreciate that the video is associated with an older version of Windows OS, Apache, PHP and MySQL).
Hence, I can confirm that aside from a clean Windows 10 Pro OS (with all current updates installed), I have equally installed the following:
· Apache 2.4.38 (ref: httpd-2.4.38 -o111a-x64-vc14)
· PHP 7.1.26 (ref: php-7.1.26-Win32-VC14-x64)
· MySQL Installer 8.0.15
· Moodle 3.6.x (ref: moodle-latest-36)
Additionally, I can confirm that I have checked that Apache, PHP and the MySQL services all appear to be running ok; and that the php.ini file has also been updated as per the guidance referenced in your video.
Thereafter, I seem to be getting the following error when trying to complete the Moodle installation (which is very confusing, as I have checked and double checked the MySQLi extension, and I can also confirm that I have removed the semi-colon which precedes this extension/note that this extension is no longer commented out)
- Error: database driver problem detected
- The site administrator should verify server configuration
- PHP has not been properly configured with the MySQLi extension for it to communicate with MySQL. Please check your php.ini file or recompile PHP.
Whilst I have attempted to google the above error, the commonly suggested fixes that I have been able to find, only seem to suggest that I check that the respective ‘extension=php_mysqli.dll’ is active (which it is / or at least seems to be???)
The only other potential issue
that I’ve noted (which may or may not be relevant), is that the section in the YouTube video (which occurs around 40mins in), outlines how to update the System
Properties > Environment Variables, to include the C:\PHP; string, does not
appear to look the same under Windows 10 Pro; and as such, I wonder whether /
where my placement of the C:\PHP; string should be placed under Windows 10 Pro, and or whether this string is still required under Windows 10 Pro

'dbcollation' => 'utf8_unicode_ci'in config.php and the upgrade completed and everything seems to work OK.
but in the PhPMyAdmin SQL interface it says(and did previously) the database setting is already
Server connection collation = utf8mb4_unicode_ci
so I am totally confused.
What should I have known/understood to set the config.php 'dbcollation' to 'utf8_unicode_ci' from 'utfmb4_unicode_ci'?
The config-dist.php had exactly the same comment

Currently I am using moodle 3.4 but I want to upgrade in moodle 3.5 as I have lots of customization In theme as well in other plugin. But my concern is regarding theme right now my base theme is fordson and have some customization so how I will upgrade in 3.5 as I can see in some forum moodle 3.5 have some change in bootstrap and other part of theme layout. What if you do the upgrade of the theme after the Moodle upgrade? Does it works then?

Moodle 3.5 Boost is based on Bootstrap 4. Does fordson is based om Boost?
Yes fordson is based on bootstrap 3 ,so you mean I have to upgrade moodle in 3.5 first then after I can check with theme fordson upgrade.

We have upgrade the moodle from version 2.4.3+ to 3.6.1. We are facing difficulties in duplicating the course or quiz. When we tried to duplicate it, it shows as undefined error.
Also, We unable to duplicate the quiz with enrolled users and attached the screenshot for your reference. We tried changing the moodle theme, however we unable to resolve the issues.
Please help us to resolve this issue in our new version.

I am running 3.6.2+ (latest update) and have been successfully updating the moodle code with every new update that has appeared for a few weeks now.
Suddenly I get the following message:
ERROR!!! The code you are using is OLDER than the version that made these databases!
This is not a production system so nothing horrible is happening, but it will become a major problem once I try to use it with students or once I install lessons etc.

We had issue with upgrading the moodle in 3.6.1, so we have decided to downgrade the moodle to LTS version 3.1.1 . When we restore the course from the moodle version 3.6.1 and we try to duplicate the quiz, it shows as undefined error, even without enrolled users. I have attached the snapshot

Turn full developer debugging on and try again. That should give you an actual error message.
It sounds like you have something going on with the server. Could it be that something is restoring a backup automatically? Have you tried clearing the caches?
