is it possible to activate another php.ini?

moodle version 2.2.2

I've just re-installed moodle and solved the trouble with the plugins, but, for some reason, I'm not being able to import files bigger than 10 MB wich is a big trouble when backuping!!!

The thing is that i don't have permission to acces de php.ini to chang the parameters.

Is there anywhere where I could change the php.ini I want to be activated or anything else to solve my problem?
