If you follow the instruction contained in the link to docs on my previous post, then you should be able to set Moodle default time zone to something like 'Pacific/Auckland' or whatever appropriate for you, and AFAIK that setting will take into account DST without further administrative overhead. If I correctly recall this kind of time zones appears in the drop down "default time zones" only after the first manual timezone update.
