Why don't you go back to the place where you left? I mean:
- play back the final backup of that 1.9
- upgrade it to 1.9.latest (1.9.19 right now)
- get everything polished and functioning the way you want.
Then you have one full year http://docs.moodle.org/dev/Releases#Moodle_1.9 to carefully evaluate a 2.x version. At the present rate of one major release every 6 months, you will be looking at 2.5 or even 2.6 by then.
It is highly advisable to http://docs.moodle.org/en/Upgrade a _copy_ of your 1.9 first before going to 2.x. (OK, now you know that ;-()
Also note: "You can only upgrade to Moodle 2.3 from Moodle 2.2 or later. If upgrading from earlier versions, you must upgrade to 2.2 as a first step"http://docs.moodle.org/23/en/Upgrading. So there is no direct path to 2.5/2.6. You have to practice with 2.2 anyway.
