That's your problem right there. Your database server isn't accepting the username, password or host you've entered.
I've never seen Moodle give that error when the database details are correct. You should probably speak to your host. There won't be much help we can give you because these details vary from host to host, and database connection details aren't the kind of thing you want to share over the web.
For a quick shot in the dark, try changing localhost to 127.0.0.1 - I've seen some strangely set-up servers complain about one but accept the other. This shouldn't happen, but it does. However, the chance that your username, password or host are wrong is about 10000% more likely.
