Sorry for the long delay.
I would like to solve this though. To test whether the server might be the cause, I have upgraded and old installation all the way from 1.9 to 2.3 (even to 2.4 beta) going through every main release. It was successful. So I think we can rule out server problems par se. However, here is what is running:
CentOS:

It is a so-called managed server where the supplier (Afrihost) maintain the hardware and server software. I have access through WHM and CPanel to the server. I run several installations of Moodle for various clients with different Domains/URLs, but only one fixed IP address.
I do not have root access and can therefor not do CLI, and can only get to the logs with some difficulty and delay.
I have started a clean install, following the recommendations above.
->Did the config file
->Latest 2.3.3 version
The following happened:
->I ran the website and it started. It came to error 1 (attached) which is the version error.
->I closed the website and ran it again. It stopped with the error 2 (below) message. It is stuck, even after several restarts. No other errors are reported.
