Upgrading from 1.9.5 to 2.3

We are currently running 1.9.5 for ours site and are planning our transition to 2.3

Ive been reviewing the documentation on migration and upgrading and I just wanted to validate that my understanding of version steps are correct.

When I look at the upgrade notes for 2.3 it states you  have to already be at 2.2. The upgrade notes for 2.2 state you should upgrade to the latest Moodle 1.9.x (which would be 1.9.19). The upgrade notes for 1.9.19 state "if upgrading from earlier than 1.6, we recommend upgrading to 1.6 first, then 1.8 -> 1.9."

So if I am reading this all right my upgrade progression from 1.9.5 would be:

1. Upgrade 1.9.5 to 1.9.6
2. Upgrade 1.9.6 to 1.8
3. Upgrade 1.8 to 1.9.19
4. Upgrade 1.9.19 to 2.2
5. Upgrade 2.2 to 2.3

Is my understand here correct?
