The XAMPP package will install Apache on your computer on port 80. But IIS is already installed and it's probably using the default port, which is also port 80.

So, either change the port on IIS - or switch IIS off completely if you want to run Apache.

If you want to use IIS then you're better off dumping Xampp and installing Moodle manually. In other words:

  • Enable IIS if it isn't already enabled.
  • Install PHP as a FastCGI module.
  • Configure PHP so that it can connect to MSSQL - using the FreeTDS driver or the Microsoft SQL Driver for PHP.
  • Create a site in IIS for Moodle
  • Install Moodle

At one stage they had published some good guides on how to do it. (I haven't checked recently...)
